Default Computer tune

hey guys!!! hows it going?! ok...

I have a 1997 camaro z28 6 speed coupe. its got pacesetter long tubes, no cat, custom ory, 3.5 inch pipe all the way back to the flow master out back. no cai yet but it does have a k&n in the stock air box that i keep clean and lightly oiled. I got bigger sway bars and bilstein struts from sam strano (stock springs) and its sitting on 18" zr1 corvette rims.....so my budget wanabe pro touring car is coming along....until recently i started getting a lil tick from the under the motor. I was hoping it was a exhaust leak but turns out its comnig from the driverside under the valve cover. looks like a loose rocker or stuck lifter idk...not sure says my mechanic. soooooo, i guess thats good i had bought that cc306 cam a couple years back along with all the goodies to do a easy cam swap. all i need are push rods...no prob. here is the thing, i had tried to get a tune prior to the cam swap idea...the tune shop says that they couldnt do a tune because the computer was locked. i would have to go to gm dealershp and have them unlock it for $200 and then go back tune shop and have them tune it for "x" amount of dollars to get it dialed in. Im just curious if that is possble that the computer can be locked and i would definately need to go to dealer? I have never known a computer to have to be unlocked i thought that the tune systems these guys have could bypass all that. I m just curious and to b honest wanted to just hear your opinions and stuff cuz i love cars and the different ideas u guys throw out there no matter wat car it is.
