Possible bad ignition switch.
95 z28
I took the motor out with the whole drop out from the bottom then put everything back together after new valve springs. Turned the key and the dash cluster didn't do anything, fuel pump didn't whine, starter doesn't do anything. No security light.
I figured it would be a grounding issue. Went over them and then pinned out the grounds in the PCM connectors to see if it was getting a ground. R1, R18, C32, and D4 were checked continuity with a digital multimeter.
Found this from someone with a 96 z28 having similar problems.
"As shbox suggested, the ignition switch may be defective. Check the voltage at these fuses with the ignition switch on: Injector, engine sensor, ignition, ac/cruise which are all in the underhood box. Also air bag, pcm ign, gages which are all in the I/P (inside) panel. If all have no power, the problem is most likely a defective ignition switch. To further confirm that, check the voltage at the HVAC fuse inside, It should have power if the ignition switch is the fault. If not, the problem is upstream."
Checked the fuses last night and they all came out at zero, Inside and out. Well, the fuses in the engine bay came to be 0.1V on one side of the fuse and the other at 0.0V. This person mentioned that the HVAC fuse would have voltage, but it doesn't in this case. I checked a sensor, MAF, and the red to black was 0.3V just to see if anything was getting something. Swapped out PCM for one that I have laying around and same thing. Battery is a known to be good.
I'll check the ground locations again and clean them, but I figured if the PCM is reading the grounds then it would be good.
Any suggestions would be helpful.
