Default LS1 swap, ASR and throttle cable question

I finished swapping the 2000 ls1 into my 98 and Im having a problem that Ive narrowed down to the ASR. At first I thought it was a vacuum leak but I can confirm now that it is not. My 98 has ASR/TCS. Im guessing the 2000 did not. Car runs and idles fine, but the moment you touch the accelerator pedal it runs up to 3500/4k rpms. I found that by twisting the ASR unit back.. it would return to regular idle. The inherent problem is that the asr unit doesnt allow the throttle blade to fully return to the closed position, instead it stays open probably 15 degrees or so. Am I simply limited to getting the cable from a non-tcs car or can I modify the cables I have in some way? Theres that popular v6/ls1 swap page where the guy did the firebird and he mentioned he modified the tcs cable to be used as a throttle cable. Any idea on how this is done?

I am also to understand that if I bypass the asr unit, I will be without ABS? Can I just keep the ASR and do something else to fix this issue so that I dont have to sacrifice the abs?
