If you're saying the rpm's are dropping to almost zero, I can understand why the engine surges, the idle is set too low.
But if the "it" you're referring to is zero degrees outside (assuming you're in the antarctic), then your choke may not be set right.

Water or sediment would be at the bottom of the tank, whether it's empty or full.
I have however had the "floating orange slime" on an old Vette I bought that had been sitting for years, so picking something up when the tank is almost empty could be a possibility if that was the case. So yeah, I'd check the filter too, especially if my scenarios above aren't what's going on. My current 69 Vette that's been sitting for 20 years (slooooow resto process, lol) surprisingly doesn't have anything, floating or sunk in the gas tank.
