?? What do you mean by no one fished it up? It's in the turn signal switch wiring assembly already. It's connected in the top to the horn pad by a contact assembly. Most of the time the brass ring is corroded and doesn't make a good connection. Clean it off with a rag that you sprayed a small amount of carb cleaner then when it dries put a dab of contact grease back on it.
This is the ring that needs to be cleaned:

The steering column horn mechanism is what grounds the circuit, so look for a black wire. Do you have wires that are cut, or hanging from the harness that connects to the column?
Your issue might not be wiring related, unless you know for sure something is missing.
The steering column gets it's ground through a connection at the rag joint. Those copper tabs might be corroded, breaking the ground. Test for ground on the column at both sides of the rag joint with an ohm meter and see if there's a connection. Or you can jumper a wire to both sides and see if that helps make your horn work.

I have a grant mahogany steering wheel and took it off--no wires of any kind showing--origional steering cholum tho?/ will take some of the covers off and look but wondered what color wire to look for --black would be ground but the hot wire???

The "hot wire" for the horn is under the hood on the horn relay. The horn button only completes the ground. Taking the steering wheel off, you're not going to see any horn wires. What you should see is a spring loaded button that rides against a copper plate on the back side of the steering wheel adapter hub. Seriously, check for a good ground connection on the steering column first, as I described above.

The wheel adapter would have a wire that attaches to the ring that the horn button snaps onto. That wire passes through the adapter hub and has a plastic cylindrical insert on the end that goes into a hole in the steering column, replacing the factory spring loaded horn contact button. You are missing that wire/insert piece, which is an aftermarket, not a factory piece.
